Any owner of a dog or cat shall make application to the City Finance Officer for a license. Such application shall be in writing stating the name, sex, color, and other distinguishing characteristics of said dog or cat as well as the name of the owner thereof and that said dog or cat has no vicious propensities so far as known to the application. The application shall be made on a printed blank furnished by the City Finance Officer and shall be filed with said City Finance Officer. Licenses issued pursuant to this section are valid from January 1 through December 31. Costs will be prorated by quarters.
