No person having his or her residence or place of business within the territorial limits of the village waterworks and sewerage system shall be permitted to secure water for such residence, or place of business located in the village, otherwise than through the water mains of the village, whenever the water rains of the water system of said village are adjacent to, or within 75 feet of any subdivided lot, or parcel of real estate, upon which said residence or place of business is located.
