(A) Effective February 1, 1979, no service shall be provided to a new or reconnected user of the system until such user shall deposit the sum of $25 with the Village Clerk or collector. Said deposit shall be applied against any liquidating damages or bills or charges in arrears, and proper charges to said customer shall have been paid at such time of discontinuance.
(B) After 12 months consecutive use after adoption of this subchapter and timely payment of bills properly rendered to the customer, all of the aforesaid deposit (including such deposits made before adoption of this subchapter) shall be applied against succeeding water and sewerage service charges chargeable to said customer.
