The resident of the property for whom the mailbox is placed or erected in violation of this subchapter and who is the principal user of said mailbox shall be prima facie responsible for the violation and subject to the penalty therefor. If said mailbox is on the right-of-way of the street or alley adjacent to a property upon which no person resides, the owner of said property is the person who shall be prima facie responsible for the violation and subject to the penalty therefor.
