(A) (1) There is, within the limits of the village at the west end of Lumber Street, a lake known as Legion Lake.
(2) Said lake has, in past times, been used for swimming.
(3) Said lake is not at the present time maintained as a swimming lake, and there are no provisions to monitor its safety or to provide lifeguards or other safety practices.
(4) It is in the best interest of the public that swimming be prohibited at Legion Lake.
(B) Swimming by all persons in Legion Lake is hereby prohibited. It is hereby declared to be unlawful for anyone to swim in said lake at any time.
