§ 91.003 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates, or requires, a different meaning.
   ADMINISTRATOR. A veterinarian licensed by the state and appointed pursuant to the provisions of this chapter, or his or her duly authorized representative.
   ANIMAL. Any animal, other than human, which may be affected by rabies.
   ANIMAL CONTROL CENTER. Any pound, lot, premises, and/or building maintained by or under contract with the County Public Health Department for the care and custody of animals.
   ANIMAL CONTROL WARDEN. Any person appointed by the Administrator and approved by the County Board to perform duties as assigned by the Administrator to effectuate this chapter.
   BOARD. The County Board of Livingston County as defined by Section 23 of “An Act to revise the law in relation to counties,” Chapter 34, par. 302. The Livingston County Board of Health reviews all changes before submitting to the County BOARD.
   CONFINED. Restriction of an animal at all times by the owner, or his or her agent, to an escape-proof building or other enclosure away from other animals and the public.
   DOG. All members of the family Canidae, male or female, four months of age or older.
   HAS BEEN BITTEN. Has been seized with the teeth or jaws so that the person or animal seized has been nipped, gripped, wounded, or pierced, and further includes contact of saliva with any break or abrasion of the skin.
   INOCULATION AGAINST RABIES. The injection of an anti-rabies vaccine approved by the State Department of Agriculture.
   LEASH. A cord, rope, strap, or chain which shall be securely fastened to the collar or harness of a dog or other animal, and shall be of sufficient strength to keep such dog or other animal under control.
   LICENSED VETERINARIAN. A veterinarian licensed by the state in which he engages in the practice of veterinary medicine.
   OWNER. Any person having a right of property in a dog or other animal, or who keeps or harbors a dog or other animal, or who has it in his or her care, or acts as its custodian, or who knowingly or unknowingly permits a dog to remain on or about any premises occupied by him or her.
   POUND. Any facility approved by the Administrator for the purpose of enforcing this Act and used as a shelter for seized, stray, homeless, abandoned, or unwanted dogs or other animals.
   REGISTRATION CERTIFICATE. A printed form prescribed by the Department for the purpose of recording pertinent information as required by the Department under this Act.
   RUNNING AT LARGE. Any dog found running at large which is not secured by a leash, or not confined within the real property limits of its owner.
