All-terrain vehicles registered, or proposed to be registered, pursuant to this subchapter, shall be subject to inspection by a person so designated by the Village Board, at any time to determine that said vehicle meets, and continues to meet, the definition thereof as set forth in this subchapter, and meets the requirements of § 71.38, and particularly that required safety systems and equipment are in operating condition. Each all-terrain vehicle shall be inspected prior to its registration or renewal of registration.
