The provisions of this title relating to the movement and parking of vehicles shall not apply to vehicles of the Police or Fire Department, nor to ambulances while used in the performance of emergency duties, nor shall such provisions apply to vehicles actually being used in repairing or otherwise improving the streets under the authority of the President and Board of Trustees of said village or of the state.
