The village, its officers, and staff shall follow the following process in enforcing this title:
(A) Determine a violation exists;
(B) Make a record of the violation by taking photos and/or preparing documentation including dates;
(C) Prepare the notice and have it served;
(D) Obtain proof of service of the notice; and
(E) If there is no compliance, forward to the Village Attorney.
