The person in whose name the vehicle is registered with the Secretary of the state or Secretary of the State of Vehicle Registration shall be prima facie responsible for the violation and subject to the penalty therefor. The President, a Trustee, designated village staff, or police officer, or any one of them, is hereby authorized and empowered to enforce this title and impose a fine against any violators. After notice and the period for abatement has expired, the village may tow the vehicle in violation of this title. The costs thereof shall be the responsibility of the registered owner of the vehicle.
