§ 51.17 WATER USER CHARGES.
   (A)   Charges. The charge for water service based upon the amount of water consumed as shown by water meters shall be as follows.
      (1)   The first 1,000 gallons or less of water used per one-month period shall be billed at a rate of $18.55. All water used in excess of the first 1,000 gallons shall be billed an additional $4.20 per thousand gallons, or any fraction thereof.
      (2)   A minimum charge of $10.50 per one-month period shall be charged to all users whose water consumption does not exceed 1,000 gallons per one-month period and for all users who discharge normal strength water to the system. All additional water usage in excess of the initial 1,000 gallons per one-month period shall be billed an additional $2.95 per thousand gallons, or any fraction thereof.
      (3)   A meter service charge will be added per each one-month period to all users in the amount of $9 to be used for the repair, maintenance, replacement of water meters, and all future infrastructure. For purposes of this division (A), USERS shall be defined as individually-addressed occupancy spaces.
    (B)   Effective date of rates. The rates and service charges established in this section shall be effective as of ten days following its publication in pamphlet form as provided by law.
   (C)   Payment due date. All billings shall be mailed on or before the fifth of each month. All bills shall be due and payable by each purchaser of water and/or sewer service (“purchaser”) on or before the twentieth of each month. Bills not paid on or before the twentieth of each month shall be subject to a 10% penalty.
   (D)   Termination due to delinquency. All water and/or sewer bills not paid by the twentieth of each month shall be sent a delinquency notice. The notice shall provide in substance that charges for water and/or sewer have not been received, and that failure to pay such bill by the due date on delinquency notice will result in service being disconnected and the payment of a collection charge will be required. Final notices are sent out five business days after the due date on the twentieth.
   (E)   Remedy. Any purchaser who contacts the village prior to shut off day to request an extension will be granted an extension, but in no event shall any extension extend past seven days after the date of delinquent notice as due. Persons requesting an extension can only do so six times in one calendar year.
   (F)   Notice to village. Any user requesting a termination of service shall give written notice to the village ten days prior to the time of such termination of service is desired. Responsibility for payment for water sewer service prior to the date of termination shall be with the property owners as well as the user. There shall be no charge for transferring the water and/or sewer service to the subsequent user.
