§ 34.22 OPIOID SETTLEMENT FUNDS.
   (A)   Establishment of opioid funds. The Common Council hereby establishes the following as local non-reverting funds:
      (1)   Fund 2256: “Opioid Settlement Unrestricted”; and
      (2)   Fund 2257: “Opioid Settlement Restricted”.
   (B)   Use of funds. Fund 2256 (unrestricted) may be spent in manner similar to the General Fund. Fund 2257 (restricted) shall be spent in accordance to the Opioid Litigation Settlements Act, IC 4-16-15 et seq., Distributor Settlement, Johnson & Johnson Settlement, and further guidance from counsel.
   (C)   Administration of funds. The Controller shall keep records and monitor activities of all receipts into the opioid funds. The Controller shall provide an annual report on the use of any restricted funds to FSSA.
   (D)   Non-reverting funds. All monies remaining in the opioid funds at the end of every budget year shall not revert to any other source; rather, monies shall continue to be held in these non-reverting funds, from year to year.
