(A) It shall be the responsibility of the Building Commissioner to enforce the provisions of this chapter to determine, in the Commissioner's sound discretion, gross violations, with or without internal inspections and to issue a notice of gross violation when in such judgment the Commissioner determines and reasonably believes a gross violation exists.
(B) For purposes of this chapter, the term GROSS VIOLATION shall mean:
(1) A person's failure to satisfy multiple responsibilities addressed in this chapter;
(2) A person's violation of multiple subsections of § 157.09;
(3) A person's failure to respond to notice that a building or premises does not comply with this chapter; or
(4) A person's ongoing or continuing gross violations, regardless of whether such gross violations are consecutive.
