The purpose of this Comprehensive Plan is to encourage the development of the Fishers Advisory Plan Commission's jurisdictional area in such a manner as to provide for the improvement of the health, safety, convenience and welfare of its citizens and to plan for the future development of the community to the end that streets and highways be carefully planned; that new areas grow only with adequate street, utility, health, education, and recreational facilities; that the needs of agriculture, industry, and business be recognized in the future growth; that residential areas provide healthy surroundings for the family life, and that the growth of the community is commensurate with, and promotive of, the efficient and economical use of public funds.
