(A) The owner or operator of any secondhand entity or precious metal dealer shall register with the Police Department, pay a registration fee of $50 and execute a bond payable to Fishers in the penal sum of $1,000 with good and sufficient surety, to be approved by the Police Department and conditioned on the applicant agreeing to faithfully observe and conform to all Fishers’ regulations and requirements governing secondhand entities (collectively, “registration requirements”).
(B) In addition to the registration requirements, precious metal dealers shall also register with the Indiana Secretary of State’s Office.
