(A) No person shall permit a coin-operated amusement device to be maintained for use or operated or receive coins without discharging them when they are not in proper working order. The person in charge of, as well as the owner of such coin-operated amusement devices, shall be responsible for maintaining or operating or causing to be maintained any such device which is out of order.
(B) A placard shall be placed on every such device in a conspicuous place, which shall contain the name of the owner and the person in charge of such device.
