351.16 RESTRICTIONS ON CERTAIN SIZE VEHICLES.
   (a)   All trucks, trailers, or other commercial vehicles of two tons capacity and above, being more than twenty feet in length, are prohibited from parking on any of the streets, alleys or other thoroughfares of the City, unless the consent of the owner or the person in possession of the lot abutting the parking place is obtained. This subsection shall not apply during the time which any such vehicle is parked for loading or unloading purposes only if such activity is conducted diligently and without unnecessary delay.
   (b)   All trucks, trailers or other commercial vehicles of two tons capacity and above, being more than twenty feet in length, are prohibited from parking on any of the streets, alleys or other thoroughfares of the City with the motor running for a period of more than ten minutes, whether or not the consent required in the preceding section is obtained.
   (c)   Subsections (a) and (b) hereof shall not apply to any emergency vehicles or to any other vehicle which is temporarily disabled and unable to proceed.

   (d)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
