311.03 TOY VEHICLES, SKATEBOARDS AND SIMILAR DEVICES.
   (a)   No person shall ride on or operate a skateboard, roller skates or toy vehicle upon a sidewalk within the Downtown Business District hereinafter defined or upon any public or private property used by the public for the purposes of vehicular travel or parking within the Downtown Business District. The Downtown Business District is defined as being bordered on the north by the Norfolk and Southern Railroad; on the east by East Street extended both north and south to intersect with the northern and southern boundaries; Lima Street on the south and South West Street on the west extended north and south to intersect with the northern and southern boundaries.
   (b)   No person shall ride on or operate a skateboard, roller skates or toy vehicle on any roadway within the City.

   (c)   No person shall ride on or operate a skateboard, roller skates, toy vehicle, bicycle, roller blades or similar devices upon any tennis court designed for use by the public for the purpose of tennis within the City. (Ord. 1998-45. Passed 5-19-98.)
   (d)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
