305.01 TRAFFIC COMMISSION ESTABLISHED.
A Traffic Commission is established for the City which shall consist of the Service-Safety Director, the Chief of Police, the Fire Chief and the City Engineer, in conjunction with one councilman to be appointed by Council.

305.02 POWERS OF TRAFFIC COMMISSION.
(a) The Traffic Commission is empowered to promulgate and enforce traffic regulations for the control of vehicular and pedestrian traffic within the limits of the City.
(b) In the promulgation of any traffic regulation, the Traffic Commission shall first make such regulation in the form of a temporary regulation for the purpose of testing such traffic-control device or regulation under actual conditions of traffic, and such experimental and temporary rule shall remain in force for a period of ninety days.
(c) At the next regularly scheduled meeting of Council, following the enactment of such temporary rule or regulation, the Traffic Commission shall notify Council, by written communication, of the enactment and scope of such rule or regulation.
(d) Within the ninety-day temporary period, Council shall consider such temporary rule or regulation, and express its formal disapproval of such rule by informal resolution, directed to the Service-Safety Director as Chairman of the Traffic Commission, and on such notice of disapproval, such rule or regulation shall not be made permanent or effective on the expiration of the ninety-day test period.
(e) If Council approves such rule or regulation, or if Council takes no action thereon within the ninety-day period such rule shall become effective as a permanent police and traffic regulation, on the completion of the following procedure. The Service-Safety Director shall maintain in his office in the Municipal Building a book to be known as the "Traffic Laws and Regulations of the City of Findlay, Ohio." All regulations and rules made in accordance with the foregoing sections, in order to be made permanently effective, shall be set forth in full in such book, shall be attested to by the signature of the Service-Safety Director, and shall also contain the effective date of such rule or regulation. Such rule or regulation shall be published in a newspaper of general circulation within the City once a week for two consecutive weeks. All rules or regulations for which signs are required shall not be enforceable against any alleged violator until such signs are in a proper position and sufficiently legible to be seen by an ordinarily observant person.
(f) All rules or regulations placed in effect by this section shall be subject to review and revocation by Council.

305.03 CROSSWALKS.
The Traffic Commission is authorized and directed to designate and maintain, or cause to be maintained, marks or lines or appropriate devices on the surface of the streets or roadway or crosswalks at intersections where, in the opinion of the Commission, there is particular danger to pedestrians crossing the street, and at such other places as they may deem necessary.

305.04 SAFETY AND SCHOOL ZONES.
The Traffic Commission is empowered to establish safety zones and school zones of such kind and character and at such places as they may deem necessary for the protection of pedestrians and school pupils.

305.05 TRAFFIC LANES.
The Traffic Commission is authorized to mark lanes for traffic, including right turn lanes and left turn lanes at intersections, on street pavements at such places as they may deem advisable, consistent with the provisions of this Traffic Code and the Ohio Revised Code.

305.06 RIGHT, LEFT AND U-TURNS.
The Traffic Commission is authorized and empowered to determine those intersections at which drivers or operators of vehicles shall not make a right, left or U-turn, and shall place proper signs at such intersections.

305.07 PASSENGER AND LOADING ZONES.
The Traffic Commission is authorized to determine the location of passenger zones and freight loading zones, and shall place and maintain appropriate signs indicating the same, stating the hours during which the provisions of this section are applicable.

305.08 BUS STOPS, TAXICAB STANDS.
The Traffic Commission is authorized and required to establish bus stops, bus stations, taxicab stands and stands for other passenger common-carrier motor vehicles on such public streets in such places and in such manner as they shall determine to be of the greatest benefit and convenience to the public. Every bus stop, taxicab stand or other stand shall be designated by appropriate signs.

305.09 PERMITS FOR UNLOADING MERCHANDISE.
The Traffic Commission is authorized to issue to any owner of a vehicle used to transport merchandise or materials a special permit, renewable annually. The terms and conditions of such permit shall be stated therein, allowing the operator of such vehicle the privilege of loading and unloading while the vehicle is backed against the curb, if, in the opinion of the Traffic Commission, such privileges are necessary in the conduct of the owner's business, and will not seriously interfere with traffic.

305.10 TRAFFIC SIGNS AND SIGNALS.
(a) The Traffic Commission shall determine and designate the character or type of all official traffic signs and signals which shall conform to the Ohio Manual of Uniform Traffic Control Devices for streets and highways.
(b) The Traffic Commission is authorized to place and maintain or cause to be placed and maintained all official traffic signs and signals. All signs and signals required hereunder for a particular purpose shall, so far as practicable, be uniform as to type and location throughout the City.

305.11 STOP SIGNS.
The Traffic Commission is authorized to designate stop streets and intersections and to place and maintain or cause to be placed and maintained, on each intersection at or near the property line of the street, appropriate signs on the street. Such signs, devices or marks shall bear the word "stop" and shall be located in such position and provided with letters of a size to be clearly legible from a distance of at least 100 feet. Such signs shall be illuminated at night or placed to be illuminated by street lights or by the headlights of approaching motor vehicles.
