903.09 STREETS NOT TO BE DISTURBED FOR THREE YEARS.

   After the improvement of any street or public way by paving or repaving has been completed, then no permit shall be granted or issued by the Service-Safety Director to any person, firm or corporation to remove or disturb in any manner or for any purpose, other than for the purpose of making necessary repairs to pipes, lines or conduits, for a period of three years from the date of the completion of the improvement.
