925.161 TEMPORARY DISCHARGE PERMIT.
   (a)   Temporary discharge permits are issued for customer who will discharge into the City's wastewater system for a specific period of time. While these customers are required to sample and test their discharges, the City does not currently charge temporary discharge customers for collection and treatment. This creates an inequity as these discharges, often treated on-site, add to the flows received and treated by the City's Wastewater Treatment Plant (WWTP). The costs associated with treating these flows are resultantly borne by the other users of the system.
   (b)   One approach for charging temporary discharge permits would include a permit fee and a volume charge. The permit fee would recover customer costs related to setting up a new account and account billing, as well as costs associated with testing and monitoring the temporary discharge concentration and loadings. The fee would be based on the cost per full time equivalent (FTE) employee(s) that would be assigned to complete each of these activities. In addition, a volume charge would be levied that would recover costs associated with the additional flows and loadings discharged into the City's wastewater system.
