149.03 FUNCTIONS AND DUTIES.
The functions and duties of the Airport Advisory Board shall be to:
(a) Prepare and continually update a five-year capital improvement program for the airport facilities subject to the approval of Council.
(b) Develop and continually review a systematic airport maintenance program including recommendation relating to procedures, manpower and equipment.
(c) Formulate policies regarding the operations and management of the airport.
(d) Review and recommend to Council budget proposals for airport operations.
(e) Interview and make recommendations to the City Administration concerning candidates for a fixed base operator who wish to locate on airport property and any contracts arising out of such recommendation shall be subject to the approval by Council.
(f) Interview and make recommendations to the City Administration concerning candidates for management of such airport facility and the appointment of the Manager shall be subject to approval by Council.
(g) Review and make recommendations to the City Administration concerning airport fees and charges for services.
(h) Monitor airport management and facilities for compliance with FAA standards including all state and federal laws and make recommendations to the City Administration.
