953.05 RUBBISH NOT TO BE DEPOSITED ON STREETS.
   No person, firm or corporation producing or having waste in the City shall deposit or place the same on any street, alley, public place or ground, or private property in the City, except ground owned by or under the control of the party responsible for such waste, or shall throw the same in any stream or body of water in the City. All persons, firms and corporations are required to collect such waste in suitable receptacles or piles on the premises in possession of the party responsible therefor, to be destroyed in some manner authorized by the Board of Health at the expense of the party responsible therefor, and in whichever manner disposed of, the same shall be so taken care of as not to cause any nuisance, and all premises shall be so cleared of waste at least twice a year, once in the spring and once in the fall or upon the direct order of the Board of Health.
