931.01 PURPOSE.

   The United States Environmental Protection Agency (USEPA) recently made effective stormwater regulations that will require the City to establish a Stormwater Management Program in order to control the quantity and quality of stormwater discharges. To pay the costs of operation, maintenance, capital and administration of the program, a stormwater fee is established as provided in this chapter.
