929.02 LOT OWNER'S EXPENSES AND PLANS; BOND.
   (a)   All extensions of storm or sanitary sewers to serve new real estate subdivisions or any lots within the corporate limits shall be constructed by the subdivision or lot owner at his or their own expense, unless Section 929.03(b) is followed, which includes the full cost of installation of the line or lines, including any and all inspection costs, preparation of plans and estimates, and other connected expenses.
   (b)   The owner shall submit proper plans and estimates for the lines, and shall obtain the approval of the City Engineering Department for the plans and estimates. He shall construct the same in accordance with provisions of these Codified Ordinances relative to the installation of sewers.
   (c)   The owners shall be required, prior to beginning any installation or construction of proposed lines, to post a bond, the amount to be determined by the Director of Service-Safety, to insure compliance with the provisions of these Codified Ordinances and proper and complete installations of the lines.
