925.15 CHARGES AND RENTALS NEEDED TO SUPPORT PLANT.

It is declared necessary and determined to levy and collect the charges or rentals hereinafter provided for upon all lots, lands and premises served by the total POTW installed by the City for the purpose of paying the cost and expenses of operation, maintenance, repair, enlargement and construction of such public improvements. The rates of such charges or rentals are deemed found, and determined to be just and equitable as herein established.
