925.04 USE OF PUBLIC SEWERS REQUIRED.
   (a)   No person shall place, deposit or permit to be deposited in an unsanitary manner upon public or private property within the City, or in any area under the jurisdiction of the City, any human or animal excrement, garbage, industrial waste or other wastes which constitute a nuisance or hazard to public health unless specifically exempted by law.
   (b)   No person shall maintain any wastewater facilities, or other fixtures for sanitary use on any premises where the public sanitary sewer is located in a street, alley or right of way abutting such premises.
   (c)   No person shall attach or connect for sanitary purposes more than one house, building or other structure to any sanitary sewer in the system of the City, except that any private garage or similar building used as an adjunct to, connected with and located on the same lot with any house, building or other structure.
   (d)   The City reserves the right to deny connections to the POTW for reasons of insufficient capacity.

   (e)   The City does not permit the use of air admittance valves as a substitute for structural venting unless approved in writing by the City Health Department Plumbing Inspector. The use of these valves could result in unsanitary conditions and possible personal property damage when the City’s jet flushing equipment is used to maintain the collection system.
