925.03 RESPONSIBILITY FOR ENFORCEMENT, OPERATION, SUPERVISION AND RECORDS.

   The department of the City Engineer shall have complete supervision and regulation of the design, construction and inspection of the entire wastewater system of the City including the building sewers. The standards for construction and design of sewers shall be as found in "Design and Construction of Sanitary and Storm Sewers", Manual and Report No. 37 of the American Society of Civil Engineers. The City Engineer shall issue all necessary permits and licenses for the construction and installation of all building sewers and their connection to the main collection system of the City. Such department shall keep a permanent record of the installation and location of every sewer of the wastewater system. The Superintendent of the Water Pollution Control Center shall have complete supervision of the operation and maintenance of the wastewater system. The total system shall be under the direction, control and enforcement of the Service Director.
