925.01 GENERAL PROVISIONS.
   This chapter sets forth uniform requirements for dischargers into the City wastewater collection and treatment systems, and enables the City to protect public health in conformity with all applicable local, state and federal laws relating thereto.
   The objectives of this chapter are:
   (a)   To prevent the introduction of pollutants into the wastewater system which will interfere with the normal operation of the system or contaminate the resulting municipal sludge;
   (b)   To prevent the introduction of pollutants into the wastewater system which do not receive adequate treatment in the POTW, and which will pass through the system into receiving streams or the atmosphere or otherwise be incompatible with the system;
   (c)   To improve the opportunity to recycle and reclaim wastewater and sludge from the system;
   (d)   To establish charges that will pay for the costs and expenses of operation, construction and maintenance of the POTW;
   (e)   To establish accounts in the City Treasury to which funds received from charges established by this chapter may be deposited.
   This chapter provides for the regulation of discharges into the City wastewater system through the enforcement of administrative regulations.
