909.04 PERMISSION REQUIRED.

The Service-Safety Director shall have full discretion in granting or denying permission to hang banners according to the terms and conditions and requirements herein contained, provided the event or purpose for which permission to hang the banner is such that promotes the general welfare, health or education of the residents of the City, and is not primarily for the private profit of any individual firm or corporation.
