907.06 DRIVEWAY OVER SIDEWALK; PERMIT, PLANS AND SPECIFICATIONS.
(a) No person shall make or construct any driveway or entrance from any public street or alley of the City across and over any sidewalk on any street or alley and to any private property bounding and abutting on any street or alley, until consent or permission in writing to do so has been obtained from the Service-Safety Director with the payment of a twenty-five dollar ($25.00) permit fee.
(b) All driveways or entrances shall be constructed in conformity with the general plans and specifications and rules and regulations governing the making and construction of entrances, driveways or side drives on file in the office of the Engineer of the City, and in accordance with the specific orders and directions of such Engineer under whose control and supervision the entrance, driveway or side drive shall be made.

(c) No person having first received consent or permission in writing as specified in paragraph (a) above shall cut a curb in the construction of any driveway or entrance from the public street or alley without having first posted a bond or cash deposit in an amount not less than five hundred dollars ($500.00) or the sum of thirty dollars ($30.00) per foot of the length of the curb cut being requested, whichever sum is greater, to pay for the replacing and repairing of the pavement and/or curb or surface of said area by the City in the event said person default on his duties in said construction. Upon passing final inspection and approval by the City, said cash deposit shall be refunded to said person posting said deposit and/or said performance bond shall be released.
