903.06 OPENINGS TO BE REFILLED.
No excavation or opening made in the streets or other public ways of the City shall be permitted to remain open for a longer time than is absolutely necessary to do the work described in the permit granted for such excavation, and the person, partnership or corporation making such excavation or opening shall refill the same without delay with such material and in such manner as the Service-Safety Director shall direct. Such opening or excavation shall be completely filled to the surface of the pavement, and such backfilling shall be done within forty-eight hours after the completion of the work required by such opening or excavation, and shall be done so as to make the traveled surface at least as good as it was before it was disturbed. Any excavation or opening in the paved portion of the street made by a public utility shall be repaved at the cost of the person, partnership or corporation making such excavation, and shall be replaced in accordance with specific directions from the Service-Safety Director. Such paving shall be done not less than seven days after the closing of the opening or excavation. All openings and excavations shall be put in a condition safe for public travel on such street or public way. Any person, partnership or corporation which leaves a job site or excavation in an unfinished condition or in a condition hazardous to the public shall be subject to the penalty hereinafter provided.
