903.01 PERMIT REQUIRED.
   No person, partnership or corporation, including any public utility or its agents, but excluding the State and the City, shall open up or break into the streets, avenues, alleys or public ways of the City, or break into or open up any unpaved portion of a street, avenue, alley or public way in the City for the purpose of connecting water, gas or heating pipes, or sewers, drains or ditches until such person, partnership or corporation has obtained permission in writing to do so from the Service-Safety Director of the City.
   In the event a public utility finds it necessary to make emergency repairs to its existing facilities during hours when City offices are closed or if such emergency endangers the life or property of the residents of the City, such public utility may break open or excavate a public way without obtaining a permit.
   All openings made as emergency openings shall be reported at the City offices on the business day next following such excavation or opening and a permit shall be obtained at that time.
