711.02 DISTRIBUTING HANDBILLS AND SAMPLES; LICENSE; RESTRICTIONS.
No person shall engage in the business of distributing handbills, circulars, cards or samples of goods, notices, posters or any other kinds of advertising matter or schemes to pedestrians on the streets or other public places in the City, or go from place to place about the City, on the streets or other public places distributing such advertising matter or schemes at dwelling houses, shops, places of business or entertainment, or on motor vehicles, without having obtained a license. Such person may employ others to assist him, but if he does so, he shall furnish each such employee with a certificate or badge showing for whom he is working, and such employee shall display such certificate or badge at all times. No such licensee, through himself or employees, nor any person shall scatter any advertising matter, samples or other advertising schemes, in or on the streets or other public places of the City. He shall not distribute any indecent or improper advertising matter or scheme. He shall not throw or scatter such advertising matter, sample or scheme in the dooryards or on the lawns, or on or in any of the streets or other places in the City, or post or hang the same on any pole, post, tree or other structure in or on any street or other public place.
