711.01 BILL POSTING AND SIGN WRITING LICENSE; RESTRICTIONS.
   No person shall engage in the business of bill posting, advertising or sign writing, or post or paint on any billboards, walls, pavements, fences or other places in the City any bills or other advertising matter without obtaining a license as hereinafter provided. Any licensee may employ others to help him, but if he does so, he shall furnish such employees with certificates or badges showing for whom they are working, and these employees shall display the certificates or badges at all times. The licensee shall not, either through himself or employees, display, post or paint, or permit to be displayed, posted or painted, any improper bill or advertisement; nor shall he post or display any bills or advertisements in or on any of the streets or other public places of the City; nor shall he post or allow to be posted any bills or paint or allow to be painted any bills, advertising or signs on any billboard or structure maintained in violation of any provision of this Code.
