705.16 FRANCHISE RECORD AND ACCOUNT KEEPING.
   (a)   Any company selected hereunder as a cable television franchisee shall maintain a local office within the City to facilitate record keeping, the payment of subscription charges and the handling of service complaints. The City reserves the right to examine, and keep copies of, all records and accounts of the company, and the right to audit, examine and keep copies of such records and accounts, and to require from the company detailed reports at any reasonable time relating to the finances and operation of such company. The company shall regularly file its annual financial statements with the Clerk of Council within seventy-five days after the end of its annual accounting period. The company is further required to establish and maintain a separate section of accounts and record keeping for that portion of its system operative within the City limits and in contiguous area surrounding the City. The City may require that the company file separate certified financial statements for the franchisee's City activities.
   (b)   The company shall at all times keep on file with the Clerk of Council an up-to-date copy of all pole rental agreements with telephone and electric power companies.
   (c)   The company shall maintain an accurate and current record of all service complaints it has received, including its disposition thereof, and shall retain for inspection by the City all responses received from the annual customer inquiry conducted pursuant to Section 705.18.
   (d)   The company shall file with the Clerk of Council a copy of any additional documents or reports which it may judge relevant to the City's supervision and regulation of the company's activities in the City and any and all other documents and information as Council may reasonably request.
