705.14 APPROVAL OF FRANCHISE TRANSFERS.

Council reserves the right to approve any transfers of the franchisee, in order to insure uniformity of service and continuity of rate structures. In the event of an approved franchise transfer, any resultant goodwill or going business value shall not be recognized by the City as an investment in subsequent rate review proceedings. Any company selected under the terms of this chapter shall not sell, lease, assign or otherwise alienate the franchise grant or any privilege thereunder, without first acquiring the approval of Council.
