705.08 SERVICE STANDARDS.
   Any company franchised hereunder shall maintain and operate its system and render efficient service in accordance with the rules and regulations as set forth by this chapter, any amendments thereto, and the terms of the company's franchise agreement with the City.
   (a)   Notice of interruption for repairs. Whenever it is necessary to shut off or interrupt service for the purpose of making repairs, adjustments or installations, the company shall do so at such time as will cause the least amount of inconvenience to its customers, and unless such interruption is unforeseen or immediately necessary, it shall give reasonable notice thereof to its customers.
   (b)   At the beginning of any original franchise term or renewal term, the franchisee shall meet as minimum technical standards those standards required by the FCC of applicants for a new system. If such minimum technical standards for new systems are changed during the term of the franchise, the franchisee may be required, on eighteen months' notice, to comply with the new minimum standards for applicants for new systems, provided that in no event shall such compliance be required in less than three years after such change. By this, the City intends that its franchisee will be no more than three years technologically outdated.
   (c)   The franchisee shall provide no less than the number of signals and carriages presently being devoted to rebroadcast and relay of TV signals, the present number being fifteen signals carried over twelve channels.
   (d)   After providing eighteen months' notice, the City may at any time require a company to furnish additional channel capacity and special channels for public access, educational and governmental use, but not in excess of the capacity required by FCC rules and regulations for a community located in one of the first 100 major television markets as defined by the FCC.
   (e)   A franchisee shall exercise care in the installation and maintenance of its equipment such that no interference is caused to existing communications systems, and so as not to distort or interfere with direct off-the-air television signals.
