375.03 PUBLIC PROPERTY.

   (a)   No person shall operate an all-purpose vehicle while on public parks or school grounds within the City limits.

   (b)   No person shall operate an all-purpose vehicle upon the public streets or highways within the City limits unless either of the following conditions apply.

      (1)   The all-purpose vehicle is being operated under the direction or authority of a law enforcement officer acting within his lawful capacity.

      (2)   The all-purpose vehicle is being operated during a state of emergency declared under the authority of the Mayor.
