2-1-4: DUTIES AND FUNCTIONS:
   A.   Funds: The Library Advisory Board may, with the approval of the City Council, raise funds and appropriate the expenditure of those funds for the special programs of the library. The board may recommend policies for the library operation and, in general, carry out the spirit and intent of the provisions of this section.
   B.   Library Director; Other Personnel: The Library Advisory Board may, if requested, recommend to the Mayor a competent person to serve as Library Director, to have immediate charge of the library, with such duties as the Mayor and City Personnel Officer shall determine. The Library Director shall be appointed by the Mayor, with the advice and consent of the City Council, and function under the supervision of the City Personnel Officer. The Library Director shall act as the nonvoting executive officer for the Library Advisory Board, and shall act under the direction of the board in accomplishing the objectives and special programs for the library. Other library personnel as needed shall be appointed by the Mayor, with advice and consent of the City Council. (Ord. 99-12, 9-21-1999)
