It shall be unlawful for any person to sell any unit of any condominium or any other portion thereof until the final declaration and record of survey map, in full compliance with the provisions of this chapter, have been finally approved by the City Council and duly recorded in the Office of the County Recorder, and a conditional use permit has been issued by the Planning Commission. Any developer, agent of a developer, owner, successor in interest of a developer or owner, tenant, purchaser, builder, contractor, or other person who violates any of the provisions of this chapter, or any conditions imposed pursuant to this chapter, shall be deemed guilty of a Class C misdemeanor, subject to penalty as provided in title 1, chapter 4 of this Code.
