Before furnishing water or providing sewer service or electrical service to a property, the property owner, or an owner's authorized agent, shall submit a written application to the City, signed by the owner or authorized agent, agreeing to pay for all water furnished or sewer service or electrical service provided to the property, whether occupied by a tenant or other occupant.
