If an owner fails to pay for water furnished or sewer services or electrical services provided to the owner's property, the City will discontinue furnishing such water, sewer or electrical services to the property, until all amounts for such water, sewer and electrical services provided, are paid in full, subject to section 8-1-3 of this chapter.
