A. Uniform Numbering System Established: There is hereby established a uniform system for numbering buildings and lots fronting all streets and public ways in the City. All houses and buildings shall be numbered by the City or its designee, in accordance with the provisions of this section. (1995 Code § 5-1-301)
B. Baseline For Dividing City And Assigning Numbers:
1. Specified: The following shall constitute the baseline for dividing the City:
a. Center Street shall constitute the baseline which shall divide the City into northern and southern parts. Hereafter, all streets north of this baseline and running in easterly- westerly directions shall be considered "north" streets, and all streets south of this baseline running easterly-westerly direction shall be considered "south" streets.
b. Main Street shall be considered the baseline which divides the City into east and west parts. Hereafter, streets east of this baseline that run northerly-southerly directions shall be considered "east" streets, and likewise streets west of and running northerly-southerly directions shall be considered "west" streets.
c. A block interval system of six hundred sixty feet (660') shall be used.
2. Numbering: The number of buildings and lots on such streets shall begin at the baseline. All buildings and lots on the right side going away from the baseline of Center and Main Streets shall bear even numbers. Likewise, all buildings and lots on the left side going away from the baseline of Center and Main Streets shall bear odd numbers.
a. Each building or lot on the right side of the street from the baseline point of Main and Center Streets and going away from that point shall be numbered an even number between 2 and 100, and shall carry an address indicating its easterly, westerly, northerly or southerly location.
b. Each building or lot on the left side of the street from the point of Main and Center Streets and going away from that point shall be numbered with an odd number between 1 and 99, and shall carry an address indicating its easterly, westerly, northerly or southerly location.
c. All multiple-family dwellings having one front entrance shall be assigned only one number, and separate apartments in the building shall carry letter or number designations in addition to the number assigned to the main entrance of the building.
d. Any duplex houses having two (2) entrances shall have a separate number for each entrance.
e. All buildings facing streets not extending through to the baseline shall be assigned the same relative numbers as if the street had extended to the baseline. (1995 Code § 5-1-302)
C. Number Assignment To Be On Buildings:
1. Required: The owner, occupant or agent shall place or cause to be placed the assigned permanent number upon each house or building controlled by him or her within thirty (30) days after the assignment.
2. Size, Material: The number shall not be less than three inches (3") in height and shall be made of a durable, visible material.
3. Placement: The numbers shall be conspicuously placed so that the number can be seen plainly from the street. (1995 Code § 5-1-303)
D. Naming And Renaming Of Streets:
1. Subdivisions: Subdivision plats must show the proposed names, if any, of all streets and receive the approval of the Planning Commission or the City Council before streets are officially named.
2. Existing Or New Streets: The Mayor and City Council, by resolution, may change, rename or name an existing or newly established street within the limits of the City upon the recommendation of the Planning Commission, or any other City designee. (1995 Code § 5-1-304)
