A. Authorized: Bills for the collection of garbage or rubbish shall be sent out at such times as may be directed by the City Council. Unless otherwise stated by the City Council, bills for the collection of garbage or rubbish shall be sent at the same time as City utility bills.
B. Failure To Pay: When an occupant of any premises fails to pay the fee for removal of garbage or rubbish, the City shall notify the occupants of this fact and shall refuse further collection until the required fee is paid.
C. Removal By City; Lien: If any occupant continues to fail to pay his or her bill for garbage collection or if garbage or rubbish are collecting on the occupant's premises in such a manner so as to constitute a health hazard, the City may remove all garbage or rubbish from the occupant's premises and place a lien on the premises to guarantee payment.
