The City is hereby authorized to charge garbage collection fees. The City Council shall establish fees for residential and commercial garbage collection. Nothing in this section shall limit the City Council from creating fees of differing scales which are based on quantities of garbage or rubbish collected. All fees shall be set and amended from time to time through policy or resolution. (1995 Code § 19-2-107)
