The City shall have charge over the collection of garbage and rubbish in the City. The City will not collect ashes. The City shall have authority to collect garbage using its own employees, or it may contract with private individuals to perform the service for the City. A collection shall be made from all premises at least once each week; provided, that the material is properly stored for collection in a container complying with the provisions of this chapter.
