The city council may suspend or revoke any license issued under this chapter for violation of any of the provisions of this code or ordinance of the city or laws of the state. Prior to suspension or revocation by the city council, the city clerk or city council shall notify the applicant in writing, setting forth specifically the grounds of the complaint and the time and place of the hearing. Such notice shall be personally served upon the licensee, or mailed, postage prepaid, to the licensee at his last known address, at least seven (7) days prior to the date set for the hearing.
