The right shall be and at all times remain vested in the city council of the city to revoke or cancel the license of any person licensed under this chapter for any violation of this chapter, and upon complaint filed with the city council of the city shall notify the offender to appear before the city council and be heard upon the complaint, and if at the hearing it appears to the city council that cause exists for the cancellation or revocation of the license, it shall be canceled or revoked.
