The owners of the property abutting city streets shall hereafter be responsible for the construction, rebuilding, repair and maintenance of all sidewalks, curbs and driveway approaches in the city, and the city, its mayor, council, officers and employees shall not be liable for injuries and damages resulting from a failure of the owners of property to construct, rebuild, maintain or repair any sidewalks, curbs and driveway approaches.
